The number that needs context
From October 1, 2026, customer support on the WhatsApp Business Platform enters a new pricing phase. A customer can still open a rolling 24-hour service window by messaging a business, and the business can still respond with free-form text, media and interactive replies while that window is active. The difference is that delivered Service messages become chargeable after a monthly allowance of 1,000 per registered business phone number.
WAB2C calls this the 1,000-Reply Meter. That is our plain-language way of explaining the rule, not an official Meta product name. Imagine a fresh counter on every registered number at the start of each calendar month: replies 1 to 1,000 are covered; the delivered 1,001st Service message starts the billable portion.
Quick answer: The customer's incoming message does not use the allowance. The eligible business replies delivered back to customers do. The allowance is per phone number, resets monthly and does not roll over.

What actually changes
The safest mental model separates four ideas. Permission decides whether a free-form reply is allowed. Classification decides whether a message is Service, Marketing, Utility or Authentication. Delivery is the billing event. Allowance decides how many Service messages are covered before the rate applies.

A delivered eligible outbound message is the countable unit.

The first 1,000 Service messages are covered per number each month.

This is why “the 24-hour window is free” is no longer a safe budget assumption. The window remains essential, but it is a permission mechanism—not an unlimited zero-price zone.

The 24-hour service window still matters
When a customer sends a message at 10:00 AM, a rolling 24-hour customer-service window opens. If the same customer messages again at 4:00 PM, the window resets from that newer message. While it is open, an agent, chatbot or AI assistant may send free-form replies. Once it closes, a business generally needs an approved template to restart business-initiated communication, together with the required customer permission and policy compliance.

What is a Service message?
A Service message is a non-template business reply sent while the customer-service window is open. It could be an agent answering “Where is my order?”, a bot sharing branch timings, an AI assistant answering a product question or a support team requesting another photo.
Text, images, documents, audio, video and interactive replies can each be delivered messages. If a bot breaks one helpful answer into five bubbles, the system may create five metered replies. The same useful answer written clearly in one bubble can create one. Billing is tied to delivery, not the blue read tick.

Free-form conversation is permitted. The delivered reply uses the monthly allowance, then attracts the Service rate after 1,000.
Outside the window
An approved template is generally required. Its Marketing, Utility or Authentication category determines the applicable price.

A sales offer does not become a Service message merely because the sender calls it customer care. Meta's category rules consider message purpose and content. Keep the format decision and the cost decision separate.

Ask one question first: did the customer message within the last 24 hours? If yes, a free-form Service reply is permitted. Count the delivered reply against that number's monthly allowance and charge only the amount above 1,000. If no, an approved template is normally required, where policy and opt-in allow it.

Does a WAB2C subscription include Meta or BSP message charges?+
No. WAB2C subscriptions cover the software and operating layer. Meta-direct or provider message charges remain separate and depend on route, category and delivery.
